Good point. On my folding bike with 20" wheels, I occasionally break a spoke. The rim tape has to come off to replace the nipple, so I wind up replacing the tape. On a normal wheel under normal conditions (all my other bikes, for example!) the tape lasts the life of the rim.

As long as the rim was clean when it went on, I have almost never had issues re-using Velox when replacing spoke nipples. Now, if it's the older cotton tape, and rotten, that's a different story.
You can use a dab of tubular glue to help secure the overlap back down.
