And this is also true. Some upgrade coordinators let stuff slide and some follow the letter of the rules. Some are even stricter than the rules. It makes for mismatches in quality between same category racers in different regions.
Yea - 14 year old girl wins 2016 SoCal P123 State Championship and most other races she enters and kept a 3 because she is 14 - with some 120 points (triple what is needed).
This year she is 15, so a Cat 1.

But fairness should not be looked for in USAC. They don't even make sure all riders have the same equipment.

You go by who decides what the rules mean.
