The extra time is for security checks. Many times you don't need near that, but if there are lots of flights leaving in your general time frame, security could be backed up real nasty.
In one inspection on the way over to Canada, I had to go through one of those full body scanners. I had on a light T, and a light pair of zip-off pants. I was then frisked because the scanner showed three locations that were suspect -- around my ribs and my lower thighs. Sigh. Maybe next time I should just strip down to the jocks because that's all that's left to do!
It's not only security, but there might also be stuff to do with immigration. And I don't know about the airport being used, but sometimes it can take ages to get to the boarding gate.
