If it is a bushing/washer it is no different than any other bearing system. As you tighten the stud the brake will require more effort with the additional friction. How much and how important in hard braking is up to you.

I'm more in the camp of using some sort of washer/bushing than just a steel stud against a rotating aluminum surface.
