Drill it for an old fashioned sidepull with the old long bolt. No recess. Good sidepulls work. Take more lever handle pressure than a dual pivot but on a fix gear, that is actually a plus. (I have a dual pivot on one bike and cantis on another. Depowering them with v-brake levers was a big improvement.)

SunTour Superbe is a very good sidepull, looks quite nice and can be found for not horrendous prices.

But if you are going to have a fork made, you could have it made with more clearance and road geometry. More clearance would raise the head tube and lower the HT angle, allowing you to use more fork rake. All better for the road.
