I would like to see the right rear dropout - those look like rear-loading track ends to me. I think you have an older track bike fitted with a derailleur hanger and a cable stop - that or an older purpose-built British-style time trial frame. I think that's not "ROM" but "BCM" for Bocama on the lugs.

Are the bottom bracket cups marked with a name or a size? 35 x 1, or 1.37 x 24 or something?
