what we usually try first is a pneumatic impact wrench

if that doesn't do it, what always eventually works is:
a big wrench, with the park tool FFS (frame straightening bar) used as a giant cheater lever, and 2 (sometimes 3) mechanics pulling oppositely on the frame vs lever.
