Yes, I also thought there's some POSSIBILITY of a Giovanni Losa connection with that lug cutout on the headlug's side, but more and BETTER pics are required of the frame details...not the components. In any case Losa built bikes for several brands besides under his own name, so the Brand-ID may remain vague even if we nail the builder.
