The 6800 rear derailleur you mentioned is 11 speed, isn't it? Won't work with the 10 speed shifter.
Sure sounds like hanger alignment but you say you checked it.
Otherwise, sounds like too much friction in the system. Once you get it to shift to the smaller cogs, does it shift properly all the way down?
