Because it is cost prohibitive for local law enforcement to monitor all the roads - we have drivers that routinely go upwards of 50mph on 30 mph collector roads. I see them flying over speed bumps occasionally. I don't think I can follow this logic because it happens on my local residential collector so frequently, I'd say it's the norm - and it is one of the most popular cycling road in the entire city (per strava heat map).
