How do you know when this is necessary when a driver does this out of the blue without warning? It's impossible to tell from the video how long the car(s) were behind the bicyclists prior to the hit and run. But what is clear is that one truck easily passed them just before it happened - despite apparently holding their horn down in an aggravated and unnecessary fashion.
