No, I wouldn't think cycle commuting was, but those who think they are in training for the tour de France on roads full of cars and trucks engage in it I believe. Commuters, as you obviously are, tend to ride slower and have more of their attention spare to keep a look out for dangers. The faster you go the less attention you have to spare and the less time to react to a dangerous situation.
This is well known in the motorcycling community, learnt over years of experience. But this whole racer cycling culture is only 20 or so years old and very little training on safety has yet to be incorporated into the rider's introduction I believe. There basically is no code, it's just buy the best CF bike you can afford and get out there and pedal your guts out.
Back in the 70's motorcycle racers didn't even know about counter-steering or how to brake effectively before a corner. Didn't know that if you slid off the saddle and put your weight into the curve the bike stood up more and you could corner with a greater margin of safety. All of these are common knowledge now and youtube is full of video on the techniques, techniques which apply equally to our push bikes as well.
