Any time your passing any vehicle anywhere, you have to assume there's going to speeding traffic coming from the farthest point you can see.


Depending on the vehicle's speed you're passing, and the acceleration of your vehicle, it may not be safe to pass even with a broken white line.


Conversely, there are clearly times where the road is marked double yellow, where it is easily safe to pass a very slow moving vehicle.


The Zone limits aren't drawn up for 5mph vehicles.
