Well, the outer diameter of the seat tube is 28 mm. And, the cinch slot is noticeably narrower at the top than the bottom. BUT! I can not insert any seatpost except this one, marked as 25.4. So, i check the inner diameter of the settube - close to 26.4. So, it can be French standard seat tube.

I can not find any stamps except REYNOLDS 531 (

And i know that some Raleigh Record Ace have 531 tubes and 25.4 mm seatpost.
