Thinking of lugs. It is possible that the builders found a stock seat tube lug, uncut, that could be modified to fit in that location.

Looking at the Columbus SL tubing set on Nova,
ST 28.6, DT 28.6, TT 25.4

So, using the Seat tube lug, the DT would fit where the ST would go, and then the ST would have to be swaged to fit where the TT normally would fit.

It may well have saved quite a bit to use an existing lug rather than having one made custom.

Are there any track/time trial bikes with that lug configuration?
