Not seeing it but assuming it's been around and enjoyed a lot to have 4 coats of paint I'm guessing it is like Fuji bikes I know from the 70s --e.g., like an old Raleigh: a very well built steel frame with the weight seen as much less important than being super-solid... which is why you'd see many of then fitted with triples and downtube shifting for loaded touring.
