You could try some soft compound RTV (or "gorilla snot", as a good friend of mine likes to call it). That should hold the fender stays in the plastic thingy, but allow them to pull out in an accident.
FWIW, I am an avid fender user on a couple of my bikes and have found the SKS fenders are great. I like a lot of stuff that Zefal makes, but their fenders are nowhere near as nice as the SKS. I ride in the rain a lot and the newer SKS "Commuter" fenders have very nice little mud flaps built in. They are great.
