Most of foam grips should be made of closed cell foam which doesn't allow for water infiltration. But not all foam grips are made the same. I suspect that your problem may be with how tightly the grips "grip" the handlebar. I'm very, very old school and use Grab-on grips on all my flat bars. But they fit tight to the bar. I use hairspray to keep them on which also makes it easier to take them off.

You should also get some end caps. You can get cheap ones or you can get cool fancy expensive ones.
