If you've been on the creek trail behind my house lately I'm sure you've seen the fence-enclosed holes. There's a high pressure sewer line that runs under it that belongs to the City of Portland. Right now the trail is open, it'll close again when they fill the holes. Of course, as with all government work, who knows when that will happen. My wife sees someone in a City of Portland pickup near the house that arrives around 8ish and leaves around 4ish. She's never seen him get out of the pickup.
