SOMA says that the Saga is best with some weight on the rear, as it is a medium trail bike. The fork has double eyelets and seems to be drilled for low riders. The chainstay is 25mm longer than the GR.

The GR is low trail and should have some weight on the front, but you can mount a rear rack as well. I like 650B wheels for a lot of my riding which, although are not commutes, cover the same roads ued by commuters.

You could buy ythem both and see which one you prefer.

I don't think you can go wrong with either.
