probably snagged the tire when the bike bounced over something...

straighten away...

plastic fender? use a blow dryer to heat/soften the plastic some, just don't get it TOO hot!... straighten the struts first, then work on whatever bending is left in the fender itself...

a dab of Armor all will help cover any stress whitening of the fender, at the creases...

Steel fender? remove it, then use a wood block and a hammer... place the fender on Cardboard to protect the finish, work slowly, in stages, and straighten the fender and struts in steps, too... first one, then the other... I made a special 2x4 wood block for inside of fenders... it is rounded in both directions... slight rounding the long way, 1" radius the short way.... and i can use it to support the fenders when i'm working the outside of them, too! i clamp it in my bench vise.
