too hazard a guess - suspect a stick or something similar got caught in the spokes, traveled upwards with the wheel rotation, and rammed into the fender stays, which probably broke the stick after being bent - the bending was stopped by the fender ramming the tire. JUST A GUESS, based on your picture.
