You can replace the whole cassette.

But, generally not individual sprockets for the large sprockets (see note below).

Dura Ace CS-9000 & CS-9100
12-28: 12,13,14,15,16,17 (19-21-23) (25-28)

Ultegra CS-6800
11-28: 11,12,13,14,15,17 (19-21) (23-25-28)
12-25: 12,13,14,15,16,17 (18-19) (21-23-25)

I suppose there is an Ultegra 11-23:
11,12,13,14,15,16 (17-18) (19-21-23)

Anyway, the Dura Ace does a bunch of individual sprockets followed by a group of 3 and then a group of 2.
The Ultegra does a bunch of individual sprockets followed by a group of 2, then a group of 3.

So, I guess the 11-23 sprocket set from the Ultegra might fit on your Dura Ace cassette, but it may not shift perfectly. Hopfeully sprocket spacing would be ok.

So, here is the Ultegra 19-23... if you wanted to try it.
