Yup, that's what I imagine to be the case. But that knee cape looks like it could be worthwhile. Wet knees when wearing long pants is one of the more irritating things to get wet while riding in the rain.
Personally, if I'm wearing long pants while riding it means it's really cool (below 10C) so I'll ride with these pants. When I rode in rains last Fall and Spring (and I did a 70km charity ride with them on a rainy 3 Celsius day in early May), they never got wet at knee level or higher. They are too warm for above 10C temperature though (even above 5C if it's sunny).
