Surrey is a terrible location if the plan is to see Vancouver by bike. There are some very nice parts of Surrey (it is huge) and some dodgy areas, so be aware. It is a long, non-cycle friendly way into the city of Vancouver.

Richmond is much closer to Vancouver. It is a delta, so very flat. Much easier access to Vancouver's attractions. You still have bridges to cross but you could also train it via the Canada line - which is set up to take bikes (just don't do it during rush hour!).
