I'm not sure about other parts of Surrey, but White Rock, which is surrounded by Surrey has some killer hills coming up from the beach. We did a loop around the Puget Sound last week and stayed the night in White Rock.
We've also started several tours from Vancouver, and always spend a day enjoying the sights before we start our ride. I agree with you that it would be better to be in Vancouver, instead of riding in from Surrey.
I'm in White Rock, right near east beach. You probably already know this, but if you're down near the water, the best way out of here by bicycle without killing yourself on one of those nasty hills is eastbound on Marine drive. At the first roundabout you can figure out where you want to go from there.
I see the odd brave soul climbing one of the hills with a bike, but most locals go around.
