I like the idea of either a handlebar bag or a top tube bag. I've never forgotten to zip a saddle bag up, but I can imagine it'd be easy to do (and you'd not know it if you did). With a bag in the front, at least it'd be more obvious if it was open.
The trouble I had was when I opened it on a ride, then forget to close it again. You get more easily distracted when you're tired I guess.
