Yeah, I just looked it up. I think in some countries, like Germany, the lights have to meet a certain specification to be used. On my bike I have a busch and mueller (?) brand, and read that the lights cannot flash or blink to comply with German law (based on my research).

I know here in Washington, we can have blinking rear lights, but the headlights need to be non flashing. I don't think it's really enforced, but as long as you have it, you should be good to go.
