I can see how a city that has a lot of cyclists and pedestrians would require more of them to obey traffic rules though.
My justification for running stop signs is that I'm not endangering anyone but myself. Not wanting to get hit is why I slow down or stop. I will gladly stop or yield when needed, but if there are not cars, cyclists or pedestrians around, a full stop seems pointless.
