The answer is both.
We had a suburban explosion after WWII fueled by oil company greed and their need to put the car 1st, aided and abetted by highway expansion. Also, with the death of Jim Crow, federal housing policy sought to use the expansion of suburbs and the defunding of urban areas as the new system of racial control.
