It is odd, but was a permanent and perhaps weight-weenie way to avoid a clamp-on cable guide. As you suggested, for a FD that does not incorporate a housing stop, one should simply run a length of housing from the DT stop under the BB. I had to do this when I upgraded my Simplex POS to a Simplex alloy FD. The tension holds the housing in place without issue.

BTW, Cyclone FD's came with a housing stop.
