If you want to throw money at a bike, get some carbon clinchers. It will give you the most noticeable improvement in speed. Having less weight at the rim of a wheel means that less energy/work need to go into getting them rotating which means that more energy/work is spent toward moving you forward. This is because there is a lower moment of inertia when the wheels are lighter or if there is less mass concentrated at the extremities of the wheel.

If you want the largest effect, get Mavic Cometes since their shape is even more spherical than your typical carbon wheels/discs. This is also in addition to the aerodynamic properties that are motivating this profile.

Is this what you should be doing with your money? Probably not. Everyone here is telling you to ride the bike which is the best advice but if you really want to go faster at all costs, get nice wheels.
