I'd say no. A Moser would have italian threading and generally lots of his "M" logo cut out of the lugs, stay ends and so on. Decals are weird or that's just me.

It does look like a well-made mid-late '80s Japanese frame. The clean brazing, cast lugs, Tange drop-outs and long serial number point to a large Japanese contact maker.
