Start fixing the problem with the saddle dead level. Tilting it is the last thing you want to try. Since you likely rotate your hips forward when you lower your bars, and that extends your reach to the pedals, your best bet is to lower the saddle a bit. Remember to push it back about 1/3 of the amount you lower it since lowering also brings it forward. A couple of mm lower may be enough.
