Yeah, it's interesting. Wisconsin has beautiful paved rural roads that are an absolute joy, but for that very reason, compared to Minnesota or Michigan, Wisconsin does not have nearly as great opportunities for riding gravel - except NW Wisconsin, of course.

Looking at gravelmap.com shows many of the extensive gravel networks. The data are user-submitted, so it's not a full indication of where the gravel roads are - just where people have submitted info. So it's a combination of where the gravel is and where the gravel riding scene is well-developed
