Cool - this confirms my suspicion (about the milk trucks).
I live on the border of Wisconsin and Minnesota. I've noticed that nearly all of the Wisconsin roads are paved, whereas it seems like only half of the roads are paved on the Minnesota side. It has actually been rather challenging to put together a short loop on the Minnesota side: the roads along the rivers and ridgetops are generally paved, but the cut-through roads are a really mixed bag.
