When it covers the lower receptacles, those breakers will certainly pop. You wouldn't lose it all until the breaker box goes under. But then, if those lower breakers somehow don't pop, you've got a live pool down there. Nastiness

Edit: If you can get to the breaker box without getting wet, you would be advised to shut it down if any water is in the house.
Edit2: And if you're walking through water, or on a wet floor, and happen to touch anything live, then that's all she wrote.
