You're not entitled to privacy when your actions are visible from the street. That said, I'm old enough to remember when neighbors looked out for each other in the interest of collective safety. My neighbor becomes a crime victim and MY property values drop. What's the harm here? Does the public have a resonable interest in in ascertaining if the guy has nefarious intent? Is a 90 second chat with a cop an un-reasonable intrusion on his freedom? Can the fellow simply decline the officer's questions absent any other reasonable suspicion?
