Should Kids coaster bike be so hard to pedal?

Hi all, I recently bought my kid a 16" bike from a bigname bicycle shop (won't name names) and it seems awfully hard to pedal, and the wheel hardly continues to spin after I give it a couple of cranks by hand. Is it possible that it just wasn't put together very well (did they lube the bottom bracket) or are coaster brake bikes just naturally that tough to pedal? I am fairly knowledgable about bikes so I know to make sure the tire isn't rubbing against the frame, there is no rear hand brake causing friction, etc. etc. It just doesn't seem to spin very freely, and yes I know that it is not a freewheel bike/hub.

I can still return it, so I am reluctant to pull apart the bottom bracket myself to check if its lubed, and I don't want to mess with the rear hub to see if there's an issue there. The bike is an SE Bronco 16" btw.

tldr - Are coaster brake kids bike just naturally harder to pedal?

Thanks
