It's similar to a PA10, but a PA10 would have top tube cable clamps rather than stops, tubular tires, half chrome fork and MAFAC brakes. It has the same decals as my 1974 PA10. It's definitely not a US model.

I can't tell if it has the forged dropouts that a PA10 would have. The crankset is not the same as the one used on the PA10. It would have steel Simplex adapters and rings.
