I am pretty sure it isn't a Specialissma. It doesn't really match up to anything I see in the catalogs. I am pretty ure the decals are replacements.
Very little seems to match up. The Ofmega headset and brakes tend to point to a Nuovo Alloro or similar level bike but the CampI Gran Sport crank would point to a slightly higher model. The rear derailleur looks like a 980 Gear which is a real
outlyer

I think the style of the seat stay cap and the eyelet on dropouts points to maybe a Nuovo Alloro frame but with lots of changes.

Near as I can tell it doesn't seem to be a Professional frameset, the stay caps appear different, at least as far as I can tell from the catalog.
