I think it's worth rehabbing. You'd be surprised how far a few hours of cleaning, etc, can go to change your mind on a bike's condition. The biggest factor for me when making rehab decisions is the condition of the wheelset. If they're in restorable shape, no pitted chrome, the bike's usually worth the cost of restoration.
