If that was the case with USAC, and I wish it were, it makes sense to apply a penalty by a formula. It could be as simple as 6 month ban for any offence, or a time based on the banned PED used - or how many found.
It would make things so simple and save all that hearing money and make things more certain. I think the uncertainty makes it a gambling game for some who think they give a good argument.

There will be those that just made mistakes being punished - kinda like when you make a mistake and crash. But we also get rid of letting the intentional PED users off because they give good defense, or are needed for the Olympics.

I'd favor it being a shorter ban for amateurs than pros. In effect, pros are stealing more. But I don't really care on that as long as the penalties are handed out equally.
