It looks to be a 1930's BSA or Pierce track bike. Yes this did have no brakes and a skipped tooth fixed gear drive train with glued sewup tires originally.It was likely a club racer used for shallow board and maybe flat tracks . Very interesting and cool bike can't help much on value don't see enough of these to get a good idea of selling prices.
