Pads can get contaminated beyond salvageability , but rotors are EASILY cleaned. Rotors last many, many years unless they get bent or damaged.
And why did they replace the rotors in the first place? And why BOTH rotors?
Unless there is a lot more to this story, it sounds like this place is seriously ripping you off (possibly for the second time).
