I wonder if it even matters?
They want to make the pain go away fast... Not treat the underlying issues of wrong footwear, weak feet, no dorsi flexion, and no plantar flexion.

Rolling feet on a lacrosse ball, using toe spreaders, holding deep squats, and stretching calves and soleus will solve this. But takes TIME! Modern society says fix me now, give me a pill and make it easy, I don't have time.

Most doctors say wear clogs like Dansko. They have a huge heel to toe drop which shorten the tendons and fascia.... Making the problem better short term, but worse long term. Especially for athletes.
