Looks like we are in the 1975-76 time here. The bicycle's Stronglight model 99 crankset is first generation. It was revised in 1977 and second generation has a slightly different appearance. Machine's Maillard 700 hubs launched 1973.

Appears it could be a 1976 model PY10.
