I would agree looks to be a mid 70's PY-10 one of there top line road models for that time frame. As for value I would put it at $300 or so as presented very nice 531 needing a bunch of work, glued and trued a decent set of tublar tires will run $100+, or $200 to replace with modern clinchers and it likely needs a full servicing so figure on $200+ to make it a nice rider in parts and labor.
