Many light coats are the key, and that can be difficult with conventional spray cans, which put out a lot of volume. Much easier with an airbrush.
Clear coating never turns out as, well, smooth & clear as I'd like it to. Next time I start with a stripped frame I'm getting the clearing done by someone with some actual painting tools & experience.

But I've also never dealt with these crazy decals, so... anyway I wouldn't mess with the (solid) underlying paint or decals at this point - just try to clean up the clear as best you can.
