By points mentioned, I find it reasonable to agree that this could be an older frame which has been modified. It does reek of a repaint, though I can't be certain.

Plenty of inconsistencies, and curiosities about this one obviously. I keep thinking back to what someone in a Facebook group stated, "Looks like this bike has had a complicated life!"
